Municipal Institutional capacities, a approach to the state of Tlaxcala

This project presents, under a statistical methodology, the construction, and results of an Indicator of Municipal Institutional Capacities (ICIM) for the municipalities of the State of Tlaxcala, which contributes to having an updated
diagnosis, based on three fundamental dimensions: the economic development, social welfare, and the profile of municipal bureaucracies. The results contrast the hypothesis that, although economic variables are necessary for the development of the institutional capacities of local administrations, they are not sufficient, since the existence of municipalities with high levels of economic development is verified, but not with important values in your ICIM. The findings of this research point to the need to promote public policy actionsbetween the different levels of government, to promote more effective management among municipalities, which ultimately affects better living conditions for their citizens.
