Abstract

This paper analyzes the relationship between political competition and performance of municipal governments in the state of Veracruz, Mexico.

Following the political contestability approach, political competition indicators are built on a sample of 207 municipalities in Veracruz for the period 1994 to 2010. Similarly indicators are used in water and drainage to measure municipal performance. The results show that political competition in Veracruz municipalities has started to decline since 2007 (after following a growing trend since 1994) and that the influence on the municipal performance is more important on the level of drainage coverage and the rate of growth of potable water.
